Charles Mmasi

Charles Mmasi is a Partner at Bowmans in Dar es Salaam, specialising in Banking and Finance Law. He advises on cross‑border financing transactions, M&A, project finance, and regulatory compliance across the mining, energy, telecommunications, and agribusiness sectors.

He has advised on a USD 420 million high‑yield bond issuance for Axian Telecom, the USD 175 million acquisition of Airtel’s tower portfolio by SBA Communications and Paradigm Infrastructure, and on a TZS 215 billion syndicated term loan facility to Kilombero Sugar Company. He has also advised on the USD 2 billion Hwange Thermal Power Expansion PPP Project in Zimbabwe, and on the refinancing of a USD 90 million facility for NMB Bank and a USD 100 million facility for CRDB Bank. He regularly advises major clients including Google, Uber B.V., MasterCard, and Stanbic Bank on regulatory and transaction matters, and has provided regulatory advice on the USD 30 billion LNG Project and other high‑profile infrastructure projects.

He holds an LL.M (Commercial and Corporate Law) from the University of Dar es Salaam, an LL.B from the Catholic University of Eastern Africa, a BA (International Relations and Diplomacy) from the University of South Africa, and a Post‑Graduate Diploma in Legal Practice from the Law School of Tanzania. He is an Advocate of the High Court of Tanzania and a member of the Tanganyika Law Society and the East African Law Society.
